Organization Background:
aBi’s Background: The Agricultural Business Initiative (aBi) was jointly founded by the Governments of Denmark & Uganda in 2010 as a social enterprise that channels development cooperation funding to agribusinesses & agricultural service providers. aBi aims at building a competitive, profitable & sustainable agriculture and agribusiness sector in support of equitable wealth creation in Uganda. The aBi consists of two companies; aBi Finance Ltd a company limited by shares and aBi Development Ltd (formerly aBi Trust) limited by guarantee.
aBi Finance Ltd is an impact investor providing sustainable financing solutions in Uganda’s financial services sector. Its mission revolves around enabling access to agribusiness and green finance, achieved through three key strategies: offering competitively priced liquidity through lines of credit (LoC), mitigating agribusiness finance
risks using the agribusiness guarantee (AG), and bolstering the capabilities of financial services providers through Financial Services Development (FSD) and Business Development Services (BDS).

aBi Development Ltd focuses on increasing agricultural production & value addition by extending matching grants & Business Development Services (BDS) to agribusinesses, farmer organisations & intermediaries to enhance planning & management, production & business infrastructure, as well as upstream & downstream market linkages of producers & agribusinesses.
As part of its expanded programming, aBi Development is partnering with Café Africa Uganda (CAU) and International Women in Coffee Alliance (IWCA) to implement the Empowering Young Women Entrepreneurs in Agriculture Stimulated by Coffee (EYE-C), a five-year program in collaboration with the Mastercard Foundation. The program aims to improve the livelihoods of 300,000 disadvantaged young women through their economic participation in Uganda’s coffee and related value chains. aBi is leading partner onboarding, capacity building, climate-smart investments, and stakeholder engagement to promote inclusive and sustainable value chain development.

TOR FOR CONSULTANCY TO PROVIDE MONITORING, EVALUATION, AND LEARNING (MEL) PARTNER SERVICES ACROSS THE CONSORTIUM PARTNERS FOR (EYE-C) PROGRAM
aBi Development Limited, in partnership with the Mastercard Foundation, is implementing the 5-year EYE-C program to empower young women, men, and persons with disabilities in the coffee value chain. The program is delivered in consortium with Café Africa Uganda (skilling partner) and IWCA Uganda Chapter (gender and inclusion partner).
Purpose:
To strengthen impact, accountability, and learning, aBi seeks an experienced MEL Partner (consultancy firm) to provide technical support across the consortium and implementing partners.

How to submit
Proposals comprising a cover letter, a technical and a financial proposal must be submitted via email to aBi procurement at procurement@abi.co.ug not later than 5.00 pm on 25th September 2025. All proposals should be clearly labelled; “Proposal to provide TA Services for MEL Partner for EYE-C Program”. Proposals must remain valid for 90 days after the submission date.
